Hopeless.
Yes, most of the issues are to do with the current Ofcom regime, but being British about it and accepting that the current walled-garden approach leads to a bad customer experience goes no way to excuse the situation.
At the end of the day, what matters is who pays your salary - in Plus.net’s and Madasafish’s case, it is ultimately the CEO of BT, the same as Openreach.
Time and time again I hear from ISPs that they are “not allowed” to talk to Openreach even if they are owned by the same PRIVATE company.
It is about time that the ISPs stood up and reminded Ofcom that they exist to enable Broadband Britain and that what
matters first, second and third is the customer. Artificial rules and regulations created by Whitehall mandarins should be way down the list.

This stupid site reset my ratings but left my text in place:
In the current mess created by OFCOM it very difficult for any ISP to offer a competitive service, hopefully once we are all paying the 50p a month “stealth tax” for the investment we will be able to DEMAND exchanges are upgraded and wiring improved.
So why do I rate Plusnet so highly?
Put simply they TRY to offer good customer service, you may have to wait a day or so for a ticket to be responded but if they can do it they usually will.
I support several clients who are on other providers and I follow the PlusNet forums and the problems most people experience are as a result of problems at their exchange, their local BT box or their wiring. Plusnet and the moderators of their forum give step by step instructions to help users identify where the problem is.
Before you take out a contract check the status of your exchange, are the BT pipes HOT, do the competitors (if there are any) actually have any capacity, never mind a presence. When is the change going to be upgraded (if ever). What are the restrictive practices of other ISP’s (3 year contracts with Talk Talk).
If do you go with Plusnet, DON’T be tempted by a free router in exchange for a 12 month contract, pay the £40 install fee and get yourself a decent router that can do what you may want it to do later. Being on a one month contract is worth every penny as you never know when your exchange is going to change if things are going to change (like customer service or pipe capacity at Plusnet).
The product I am on is a legacy product called “broadband your way”, it costs me £14.99 for 15gb a month and it allows me to cap usage at that level. Currently Plusnet offer a very basic and limited £6 a month service if you are in the right exchange (otherwise £12) or two £20 a month services, one with no traffic shaping and 20gb a month, the other with 80gb and traffic shaping.
Traffic shaping stops users leeching but the good news is that from midnight to 8am traffic is not shaped and the usage does not contribute to your allowance. So if you have to download something big, schedule it overnight.
My value for money score is for my current product and this in itself is a good thing. A friend of mine was with NTL and when Virgin took them over he was assured they could stick with their products as long as it suited them, this was a lie and they were forced to change.
This is one of the key reasons I stay with Plusnet despite the occasional blips.

Moved house, stupidly took advantage of their “move house for free” offering (where you still get stiffed for £60 transfer fee if you leave within 12months)……service started at around 1Mbps, degraded down to 310kbps within 3 months. Have had a (3rd) ticket open for 3 days without even a glimmer of action, the last 2 tickets havinbg been “oooh, its BT’s fault”.
Avoid this bunch of cowboys like they have the Ebola virus with added complications of of swine-flu. As soon as I can argue my way of the contract, I’m going to Talk Talk who have offered 6Mbps service (but I’ll be amazed if anything these ISPs say would stand up in court, so I’m reserving judgement).

The customer support team have been absolutely first rate - they work with you, they call you back when they say they will and best of all you can get to speak to the same person who knows the history of your account rather than being passed around.
In short very very good.
